3 Abstract Since many years AL-Hula agricultural lands and some of its population settlements suffer from floods inundation. Repeated complaints were raised from inhabitants asking to regulate the surface flow in channels during floods in order to avoid the huge material hazards. The present research aims to regulate the surface water resources in AL-Hula plain for irrigation and drinking purposes as well as to rout floods. Therefore a comprehensive hydrological study to the hydrological basins and river network was performed by the aid of geographic information system (GIS).The partial hydrological program within the (GIS) program has been used to identify the hydrological basin, the river network included in the study area. The hydrographic characteristics of the basin, partial basins, sub-basins, average height of the basin, average slop, and the unit (family)of heights and slops were deduced. Besides the study included the following : Elaboration of the available rainfall data of stations inside the basin and its surroundings, the average of precipitation over the basin has been calculated by Tisen and by equal precipitation lines methods. A statistical analysis of maximum daily rainfall of the stations have been carried, statistical parameters were calculated and probability curves were constructed according to three well known theoretical probability distribution functions, namely : Gumbel, Pearson III, Log-Normal, and the Chi Square test for goodness of fit was conducted in order to choose the best distribution. The rain storms of different durations have been studied for Hama meteo-station, the K-T relationship for a specified probability rang was conducted,where K is a factor representing the ratio between max. rainfall amount during a certain time T of a certain probability and max daily. rainfall amount of the same probability. this relationship enables us to calculate max rainfall amount for a given duration and probability depending on max daily rainfall. 4 Through analyzing several actual flood waves depending on actual available records, an estimation of peak surface runoff coefficient was concluded, this coefficient equal 26.5%. Depending on the calculated rainfall amount corresponding to a duration equal to the time of concentration of a basin (t) with different probabilities, and the estimated value of peak surface runoff coefficient, it was possible to calculate the peak discharge of the basin with the adopted design probability. The actual status of the region under study has been described, and the causes which lead to floods are identified, also the areas exposed to inundation are specified and possible solutions are proposed to avoid this problem in future.
